Request for Quotation (RFQ) for a Utility-Scale Photovoltaic (PV) Modules 110MWac (~140MWdc))

The purpose of this RFQ is to:

1. Obtain budgetary, non-binding pricing for PV modules
2. Identify manufacturers capable of meeting Buy America and Domestic Content requirements necessary to qualify for the Investment Tax Credit (ITC) under the Inflation Reduction Act (IRA)
3. Confirm manufacturing availability and schedules to enable off-site manufacturing prior to July 4, 2026
